Abstract
The Holy Qur’an has paid special attention to “marriage”. God Almighty has stated its importance, rullings and effects in several verses of the Holy Qur’an. Among the issues discussed in marriage is the person who is in charge (the person responsible for marriage) and the responsibilities arising from it. This is important because that person is also responsible for preparing the ground and removing the obstacles. Exploring verse 31-32 of Noor chapter, which refers to marriage and directly expresses its responsibility, this study tries to explain who is responsible for marriage from the point of view of the Qur’an. (Research question). Using descriptive-analytical method and by referring to the evidence in the verse, this paper has analyzed this issue with the purpose of legislating Islamic rulling on marriage based on the mentioned verse. (Research Method). The results make it clear that this important responsibility is both an individual and family issue and a social responsibility whose scope includes the society and the Islamic government. (Research results). In addition to the responsibility of human beings in making the necessary arrangements and providing the conditions, God Almighty has undertaken the enrichment of the needy based on His vast grace. The true promise of God in this regard is a very important point that should be given serious attention by .the authorities dealing with the promotion of the culture of easy marriage
